The man whose vehicle crashed and overturned Monday night into Pine Creek in Etna has died, Etna police Chief Timothy Rodman said.

The Allegheny County Medical Examiner’s Office identified the driver Tuesday as Hoang Truong, 46, of Lawrenceville.

Truong suffered a medical incident, causing him to lose control of the SUV and crash into the creek around 7:30 p.m., Rodman said.

Truong was taken to Allegheny General Hospital, where he died around 8:30 p.m.

There were no passengers in the vehicle.

The cause and manner of Truong’s death has not yet been released. It’s not known whether he died from injuries suffered in the crash or the medical incident leading up to it.

Someone left a pair of heart-shaped balloons at the bridge Tuesday morning, with “RIP AJ” written on one of them.

The vehicle was traveling south on Grant Avenue and fell into Pine Creek at the intersection with Crescent Street, near Dewey Street. Rodman said it was going at a low speed at the time.

Video from the scene obtained by TribLive shows the vehicle upside down in Pine Creek before crews pulled it from the water.

This was the second such incident in that area in just over a year. On June 8, 2025, two men were rescued after their car went off Grant Avenue and landed on its wheels in the creek. They suffered minor injuries.

Rodman, who has been Etna’s police chief since 2012, said the incidents last year and Monday are the only two where vehicles have gone into Pine Creek in that area.

PennDOT spokeswoman Nicole Haney said engineers will review the location and investigate whether guiderail or barriers can be installed without adversely affecting safety.

If the department is able to install guiderail or barrier in this location, the process can take several months, at least, due to the current barrier conditions and the need for a design to be completed, materials ordered and work to be scheduled,” she said. “Significant time could be added to the process if utilities are present, due to potential relocation work needed in order to install guiderail posts or foundations.”
