BOROUGH MANAGER ANNING PENNSYLVANIA Kittanning Borough (population 3,700), Armstrong County, PA is seeking candidates for the position of Borough Manger who possess strong leadership skills, a high degree of motivation and a genuine desire to improve the community. Kittanning Borough offers easy access to the Route 28 and numerous outdoor and recreational possibilities. OFFICE 1727 Kittanning Borough is the county seat of Armstrong County with an annual budget of approximately $3 million. The Borough Manager will report to an eight-member Council and is responsible for the administration of the budget, finances and will supervise all day- to-day operations of the Borough. The Borough Manager will also work directly with the Codes Enforcement Officer, the Chief of Police, the Borough Assistant and third party consultants. The manager is the key executive employee and will facilitate strategic plans, both short and long term. Important skills include knowledge/experience in a municipal government setting; finance and budgeting; computer skills; human resource functions; staff management and supervision of municipal operations; public works; code enforcement; planning and economic development; parks and recreation; grant administration; and overall service delivery. The Manager shall be chosen on the basis of his/her executive and administrative abilities with special preference for having 1) a Bachelor's or Associates degree in Business Administration and at least 3-5 years of municipal management experience; 2) knowledge of local government management principles and practices; 3) strong organizational and financial management skills; 4) planning/land development experience; 5) strong verbal, interpersonal, and written communications; 6) demonstrated budgeting/fiscal/personnel management and collective bargaining/labor relations; 7) demonstrated experience authoring and administering grants; and 8) knowledge of zoning/codes enforcement/land use matters and public works practices. Additional consideration will be given to candidates who display a commitment to continuous learning and professional growth and the desire and ability to lead the Borough in a positive direction by overseeing a multitude of projects in an effort to enhance the Community. Compensation will be based on proof of qualifications and experience.
