A 28-year-old graduate of Highlands School District has come forward, accusing former teacher Sean Dicer of indecent assault and adding to the onslaught of sex-related allegations against him.

In the latest allegations, the incidents are said to have happened inside a classroom at the former Fairmount Elementary School in 2007, according to a criminal complaint filed Tuesday against the one-time teacher.

Allegheny County Police filed charges against Dicer, 53, of Brackenridge, that include indecent assault, child endangerment, unlawful contact with a minor and child corruption.

A district teacher for nearly 20 years, Dicer is currently in the Allegheny County Jail, facing charges of sexual assault stemming from a previous case in which he is accused of involuntary deviate sexual intercourse with a child, unlawful contact with a minor and sexual extortion.

The alleged victim in the newest allegations told police that Dicer inappropriately touched him and another student inside his classroom, the complaint said. The second student, known in the police report as victim #4, died in 2022, police said.

The victim told authorities the incidents occurred when they were fifth graders in Dicer’s class, according to the complaint.

He said Dicer had a rewards program called “BD Bucks,” where students could earn fake currency for good test scores or other classroom chores. The alleged victim said Dicer would pull he and the other student aside regularly to offer them the rewards, according to the complaint.

He told police Dicer would ask them to go to his classroom and get his cash box and then follow them to the room, according to the police report.

On the first occasion, the victim said, Dicer asked he and the other boy if he could take a picture of them and asked the boys to hug, police said.

A month or two later, Dicer repeated the request, but asked the boys to pull their shirts up for the photo, in exchange for BD bucks. The incidents progressed each time, according to the complaint.

On the next occasion, Dicer asked the students if they were comfortable pulling their pants down, to which one student agreed, police said.

“Dicer asked (the victim) to put his hand on (the other student’s) buttocks while he took a photo, to which he greed,” according to the complaint.

The fourth incident involved Dicer allegedly asking if he could touch the boys, the complaint said.

“(The boy) recalls asking, ‘Where,’ while victim #4 asked ‘Why?” according to the complaint.

Dicer grabbed (the boy) on his right buttock over the clothes and asked him if he could go underneath, which the boy did not allow, police said.

The alleged victim told police he witnessed Dicer touch the buttocks of victim #4, under his clothes, and then grab the front, according to the complaint. At the same time, he offered the first boy $20 to change his mind, the complaint said.

The man also said the other boy later told him, in sixth grade, that Dicer gave him $100 to squeeze Dicer’s genitalia and, in seventh grade, disclosed that Dicer gave him $200 for a sex act, police said.

Highlands Superintendent Monique Mawhinney declined a TribLive request for comment.

Dicer is scheduled for arraignment on the original charges Jan. 30.
