A second person has been charged in connection with a Nov. 5, 2022, fatal shooting in Rostraver, according to court records and police sources.
Tuan M. Dang, 47, of Philadelphia is charged with homicide in the death of Boyke Budiarachman, 49, of Philadelphia.
Budiarachman was killed in the parking lot of Rostraver Square.
In the days afterward, Keven Van Lam, 58, of Philadelphia was arrested on homicide and related charges. Investigators believe he ordered and paid $65,000 for the killing after Lam reportedly harbored resentment toward Budiarachman after a business deal.
The two men had dinner at a restaurant in the Rostraver Square Shopping Plaza. Lam is accused of notifying a hit man when Budiarachman walked into the parking lot after the meal.
Police sources said Dang acted as a middle man and helped set up the shooting. His criminal complaint was not immediately available. He had not been arraigned in Westmoreland County and didn’t have an attorney listed in court records. Dang was in custody in Philadelphia, police sources said.
The shooter has not been identified by investigators. Surveillance video of the killing showed he was dressed in a florescent orange vest and acted as a lot attendant, according to preliminary hearing testimony.
Budiarachman was shot twice, including a fatal shot in the top of his head, police said.
Prosecutors believe Lam paid Budiarachman about $800,000 in 2019 to buy a staffing agency that provided 500 temporary workers to a Charleroi-based meat packer. Budiarachman worked as a human resources employee at that business and Lam believed he operated a competing staffing agency, according to preliminary hearing testimony.
After the killing, police said Lam drove to Philadelphia and left a bag with $65,000 for the man he hired to arrange the shooting. He identified that person to police as “Mr. Tuan,” according to preliminary hearing testimony. Lam claimed in a police interview that he wanted Budiarachman to be hit in the leg with a baseball bat, later saying the plot called for him to be shot in the leg.
Lam has been at the Westmoreland County Prison without bail since his arrest. He is awaiting trial.
