Greensburg is preparing for a renovation of the Robert A. Bell Parking Garage.

City council is considering a proposal from Atlantic Engineering Services to evaluate the structure and determine what work needs to be done.

The proposal from the Pittsburgh structural engineering firm is expected to be on city council’s agenda Monday. Mayor Robb Bell said, if approved, the engineering work would cost no more than $80,000, part of a $900,000 Local Share Account grant for the project.

The engineering work will provide city officials with information needed to seek bids later this year for construction, said administrator Kelsye Hantz.

“The renovations probably wouldn’t start until next year at some point,” she said.

The West Otterman Street garage was built in the 1990s and can hold about 400 vehicles.

The project is expected to include general maintenance, including repairs to concrete and stormwater plumbing. It remains safe for motorists, Hantz said.

The garage was last repaired 10 years ago. That work was much more extensive, with traffic on West Otterman Street redirected in October 2016 as a crane removed existing concrete decks from atop the five-story garage and installed new prefabricated sections, according to Trib archives.

The 2016 project cost $682,000 and was paid for with part of a $3 million loan. Bell said the structure was in pretty bad shape then.

“We completely redid that and it’s not to that point now, we’re just trying to stay ahead of it,” he said.
