Richland supervisors awarded the contract for their 2025 road paving program to Shields Asphalt Paving.

“Natalie; myself; Mike Kuhn, our public works director; and Scott Shoop, our township engineer, went out and did a road tour of all the roads that are on this list, along with some other ones to come up with what was a bid package that we could afford based on our budget,” township Manager Brian O’Malley said during the April 16 supervisors meeting.

The roads scheduled to be paved are Bruton, Fairfield, Franklin, Penn Tree and Yorktown drives; Chowning and Raleigh courts; Carters Grove, Grove, North Pioneer and Sandy Hill roads, as well as Heckert Road south of Bakerstown; and Packsaddle Trail.

“This is also to address the roads that are in need of resurfacing and/or repair,” O’Malley said. “We try to keep these roads close to each other in these individual contracts so that we have a lot of control over the finalized bid package that we award.”

Shields Asphalt Paving submitted the lowest bid at just over $1.485 million.

This figure also includes some work that Richland is doing for the water authority, for which the township will be reimbursed. The grand total, however, does not include Vista Vue Drive, the paving of which has been tabled until the project is further along to account for repairs that may crop up.

The supervisors also awarded the contract for double seal coating and FOG seal coating to the lowest responsible bidder, Youngblood Paving, at $144,361.
