H The Municipality of PENN HILLS A HOME RULE COMMUNITY MAYOR'S MESSAGE By Mayor Pauline Calabrese 409 PENN HILLS H MAYOR'S EMERGENCY DECLARATION STATEMENT On January twenty-fifth, due to the major snow storm in our area, I issued a local emergency declaration to protect public safety and to mobilize all available resources for Penn Hills. Governor Josh Shapiro issued a disaster emergency declaration for the entire Commonwealth of Pennsylvania. That declaration activates state resources and allows agencies such as the Pennsylvania Emergency Management Agency, PennDOT, and the Pennsylvania State Police to support local response efforts. It also ensures that funding and logistical assistance are available. Our Public Works crews were fully prepared and worked throughout the storm event. They operated in rotating twelve hour shifts with a four hour rest period to prevent exhaustion and ensure safety. There was limited or no plowing activity overnight, particularly between midnight and six a.m., so that the employees were able to rest and return to work safely. We simply do not have the manpower or equipment to plow continuously for more than thirty hours straight. During a storm such as this, our priority is state roads and major routes, followed by secondary streets Our focus was to keep the roads passablenot perfect. In the temperatures we experienced, salt is far less effective, so plowing was the primary tool. Our DPW did a fabulous job, as always. Our Public Works crews, emergency responders, and municipal staff are dedicated professionals who work in very difficult conditions to serve our community. Our Emergency Response Coordinator put it this way, Our goal is simple: protect life, maintain access for emergency services, and restore normal conditions as quickly as possible."
