This award recognizes excellence and community-oriented policing. Among all of the nominees in the nation, Detective Hess was the winner for both the Commonwealth of Pennsylvania and for the entire country. The District Attorney said, "Detective Hess exemplifies courage, integrity, selflessness and professionalism, while he constantly inspires those around him." Detective Hess is truly making a difference in combating gun violence and illegal drug activity in Allegheny County and in our Eastern Corridor. Plum Mayor Harry Schlegel, who is a senior officer of the Oakmont Elks, nominated Detective Hess, while Deb Raible, a senior officer of the Wilkins Elks and the State Chairman for drug awareness, presented the award to him. This is the first time a law enforcement officer in the Commonwealth of Pennsylvania has received this award.
