He was in shock. Realtor Staci Rullo says that "home values in Penn Hills have gone up in the past three years by al least 20% overall." Part of the increase in value is related to code enforcement. Charles Miller, the Director of the Penn Hills Code Enforcement Department gave a presentation at a council meeting in February. He explained that the Department enforces the laws related to property and safety. Code enforcement is essential because enforcement has a direct impact on the quality of life of the community. Looking at the numbers: Inspections: Over 2,000 - including occupancy and building permit inspections. Building Plan Reviews: Close to 300 for new construction and rehab of existing structures. Issuance of Building Permits: About 550 The number of building permits issued is a vital sign of a community's health. As you can see from the numbers, Penn Hills is a healthy community where people invest and reinvest in the community. In the past two years, Penn Hills Code Enforcement has changed its posture from reactive to proactive. Past practice was to investigate complaints as they were received. The current approach is to have officers actively look for code violations before they become complaints. As a result, home values in Penn Hills have greatly increased. Complaints received in 2023-4,745, with 1,186 being violations. The number of complaints received does not consider the violations code officers discovered on their own. 90% of compliance is achieved through a simple notice or conversation. Nonetheless, because of legal requirements, code enforcement is a very lengthy and time-consuming process. The flow chart below outlines the process.
