The budget serves as the Borough's financial plan, outlining how revenues will be allocated to support municipal operations, public safety, infrastructure maintenance, and capital projects. The budgeting process begins in the fall. Council members review prior expenditures and submit funding requests for their assigned committees for the upcoming year. The Finance Committee then prepares a draft budget reflecting anticipated revenues and operational needs. Borough Council reviews the proposed budget during public meetings, makes any necessary adjustments, and authorizes its advertisement for public inspection for at least ten days before adoption, as required by the Pennsylvania Borough Code. The final budget is adopted by December 31 and takes effect on January 1. Borough revenues are derived primarily from real estate and earned income taxes, supplemented by state aid, fees, permits, and grants. Expenditures support general operations, police protection, public works, parks, and administrative services, along with dedicated funds for pensions, road maintenance, and capital improvements. The Borough has been recognized as a Banner Community by Allegheny County and the Allegheny League of Municipalities (ALOM) for the past seven years. This designation honors municipalities that demonstrate excellence in professional governance, sound financial management, transparency, and community engagement.
