H The Municipality of PENN A HOME RULE COMMUNITY HILLS Mayor's Message By Mayor Pauline Calabrese I'm looking forward to the nice weather so my husband can finish the quick 3-hour home improvement project he started 18 months ago. Our Planning Department reports that we have over 75% home ownership in Penn Hills. It has been said that, "Home ownership is the cornerstone of a strong community." Through the Municipality of Penn Hills there are various programs available for low-income homeowners for improvements to assist in the maintenance of their single-family home. Below are listed a few of the programs, including two grants, which means no money has to be repaid, and a zero-interest loan. SENIOR AID HANDRAIL PROGRAM - The Senior Aid Handrail Program provides handrails in the home for low-income seniors. Eligibility is based on age and income. For seniors, age 60 and older, an application is available at the Senior Center, located at 147 Jefferson Road. For the safety of our seniors, a handrail will be installed at no cost to the homeowner. This grant covers the cost of the handrail and the cost of installation. SENIOR AID GRANT - In addition to the Senior Aid Handrail Program, our seniors may be eligible for a grant of up to $1,000.00 for home improvements. While some examples include electrical work, windows, and exterior doors, the grant may be used for most home improvements. SINGLE FAMILY REHAB PROGRAM - This zero percent interest loan for up to $15,000.00 is for home improvements, and it must be repaid but it is, as the name says, interest free. Access to these funds is based on income and family size. The homeowner may be any age to qualify. ACCESSIBILE IMPROVEMENT GRANT - For participants of the Penn Hills Single Family Rehab Program the applicant can apply for an additional $2,500.00 matching grant for accessibility improvements. For example, these funds may be used to install a bathroom with an accessible shower, an entrance ramp or a chair glide to navigate the stairs. This grant is attached to the zero percent interest loan and is not based on age.
